His mouth is mid-word, eyebrows lifted, as if he is proudly announcing a fancy term he is not quite comfortable with. Dr. Evil is a villain hopelessly out of date, so his air quotes make ordinary words sound like suspicious jargon. The meme uses the gesture to mock a buzzword or a label that does not match reality: the “agile” process, the “quick” meeting, the “healthy” snack.
