What is the Oh, I'm Sorry, I Thought This Was America meme?
This South Park template is a still of Randy Marsh standing in a parking lot in nothing but his underwear, bruised and bleeding, flanked by a row of police officers beside a squad car while a crowd of onlookers stares. Despite the state he's in, Randy is still defending himself as if the problem were everyone else. That gap between how bad things look and how righteous he feels is the joke. The caption is a mock-patriotic excuse for doing something dumb, framed as an exercise of personal freedom.
Origin: Randy says the line in the South Park episode "The Losing Edge" (2005), after he gets into fights with other fathers at his son's baseball games and is finally arrested.

How to use the Oh, I'm Sorry, I Thought This Was America meme
The top box reads "oh, I'm sorry" and the bottom finishes "I thought this was America", or you replace the top with the questionable thing you did. The excuse should be defiantly petty, as if any objection is an attack on liberty.
It fits small rebellions: eating dessert first, putting ketchup on steak, playing music without headphones, refusing to update an app. The sillier the freedom being claimed, the better it pairs with Randy's battered, unrepentant pose.
